What is a surface water license?
A surface water license is a permit granted by regulatory authorities (i.e. Broward County) that allows individuals, businesses, or municipalities to manage and discharge stormwater runoff into water bodies. The license consists of conditions that govern how your drainage system should operate, which in general aim to mitigate the impacts of stormwater runoff into the environment.
What is stormwater runoff?
Stormwater runoff is generated when rain flows over various surfaces within your property, such as roads, parking lots, rooftops, and green areas, collecting water and pollutants in the process. This runoff eventually enters your stormwater system which can consist of different components such as storm drains, ditches, swales, culverts, dry retention areas, water bodies, exfiltration/French drains, and deep wells.
Why do I have to renew my surface water license?
Periodic re-certification of a drainage system is a condition of your surface water license that must be satisfied, and demonstrates compliance with local, state, and federal regulations governing stormwater management. Well-managed drainage systems contribute to public health and safety by reducing the risk of flooding, pollution of our water bodies and overall environment, and are a key part to maintaining a sustainable future for our community.
What do I have to do to renew my surface water license?
Step 1: Have a Florida Licensed Engineer that specializes in surface water systems conduct a system inspection to assess the overall condition of the system as it relates to the license conditions and how the system was originally designed to operate.
Step 2: Based on the results of the Engineer’s inspection, rectify any items that need corrective action which would be necessary to keep the surface water system working as it was originally designed. These items can involve basic cleaning/maintenance and/or repairs of components of the drainage system.
Step 3: Once all items that needed corrective action have been addressed, the Engineer will re-inspect the surface water system to ensure all issues were addressed correctly. Once the system passes the final inspection, the Engineer will re-certify the license. The corresponding drainage district will in turn re- issue the license, which will be valid for an additional 5 years.
Why does my surface water license need to be certified
by a licensed professional engineer?
Simply put, your surface water license conditions require that your stormwater system is certified by a licensed professional engineer to ensure it is working as originally designed. A licensed professional engineer possesses the necessary professional competence and expertise to ensure that the system still adheres to all applicable local, state, and federal regulations, building codes, and engineering standards.
